DAVAO CITY — The national campaign manager of presumptive President Rodrigo Duterte declined the offer to serve in the Cabinet of the incoming administration.
However, Evasco said that despite his role as one of the prime movers of Duterte’s campaign, he was not interested in any Cabinet appointment. Evasco, a former rebel who later became Davao city government administrator under Duterte before becoming a mayor in Maribojoc town in Bohol, vowed to continue his work in public service.

Lawyer Salvador Panelo, the appointed press secretary of presumptive President Rodrigo Duterte, recanted his earlier announcement that Dominguez had declined the offer as secretary of the Department of Finance. Dominguez, a known major player in the business community, helped in the crafting of the eight-point economic agenda of Duterte and is part of his transition team. The Davao businessman, who was finance head during Duterte’s campaign, had served in the Cabinet of former Presidents Corazon C.
For President Aquino’s Finance Secretary Cesar Purisima, Dominguez is a very qualified finance chief. Purisima, who heads President Aquino’s economic team,  on Wednesday welcomed and lauded the incoming Duterte administration’s eight-point economic agenda to sustain the robust growth achieved during the past six years. The Land Transportation Office (LTO) will appeal the decision of the Makati Regional Trial Court (RTC) permanently stopping the Reformed Compulsory Third Party Liability (CTPL) for vehicle registration. LTO Chief Roberto Cabrera III said that while they will abide by the recent order of Makati RTC Branch 65 Judge Edgardo Caldona, they would insist that it should be reversed because it is a “big blow” to all motor vehicle owners nationwide as overpricing and unnecessary mark-ups on CTPL Certificate of Cover (COC’s) will remain un-abated. He noted that numerous complaints about unpaid insurance claims of motorists continue to swell.
The RCTPL program, he said, provides a mechanism to streamline processing of insurance claims and lessen the financial burden on the millions of motoring public when registering their vehicles.
Cabrera noted that overpricing and unnecessary mark-ups will be totally eliminated, as the premium price will be based on the Insurance Commission tariff rates. Speaking in front of the members of the press at the Matina Enclaves, Davao City, presumptive president-elect Rodrigo Duterte bares his programs and policies that primarily focus on peace and order and on efficient government service. PRESUMPTIVE President-elect Rodrigo Duterte is not inclined to file charges against outgoing President Benigno Aquino III and Vice President Jejomar Binay. The tough-talking mayor earlier said he would be a healing president, adding he won’t be vindictive. Asked if he would rather be loved or feared, the 71-year old local executive said he doesn’t care whoever hates him.
At a press briefing in Pasay City on Wednesday, Alvarez said he had secured 80 representatives from different parties to join the “coalition of change” led by his party, Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban), and support his bid as speaker in the incoming 17th Congress. These lawmakers would form part of this coalition in Congress, he said, that would reduce the minority to a “bite size” number of 20. A three-party alliance among NPC, NUP and Nacionalista would be enough to get the super majority vote of 150 of the estimated 290-member Congress, Alvarez said.
In a separate Inquirer report, Alvarez said he would get 180 members in the 17th Congress to his side against Belmonte’s Liberals who in the 16th Congress numbered around a hundred. He said Nacionalista had around 50 members, NPC 80, NUP 40, and the party-list bloc some 30 to 40 representatives. On top of the three-party alliance, Lakas-Christian Muslim Democrat (Lakas-CMD) represented by outgoing Leyte Rep.
Lakas-CMD is the political party of former President Gloria Macapagal-Arroyo, under hospital detention for plunder, and Sen.
Duterte’s PDP-Laban will need all the alliances it can muster to propel Alvarez to the speakership, with only three members coming in as representatives in the 17th Congress.
Belmonte of Liberal Party said he was also rallying his allies to retain his post as Speaker.
Duterte is seeking the majority support of the House of Representatives to fulfill his legislative agenda against criminality, which includes the restoration of the death penalty abolished by Congress in 2006. The presumptive president-elect has pushed for death penalty by hanging, at one point saying that a person who is charged with two heinous crimes should be hanged twice. Alvarez said as speaker, he would push for the restoration of death penalty for heinous crimes. He said under his leadership, capital punishment would be tackled within the first 100 days of Congress. He said Duterte also wanted to amend the Constitution through a constitutional convention and time the plebiscite to ratify the amended Charter with the 2019 elections.
THE counsel of former Justice Secretary Leila de Lima has some choice words for 13th placer former Metro Manila Development Authority (MMDA) chairman Francis Tolentino following the end of the eight-day canvassing of votes for senators and party-list groups. The Commission on Elections (Comelec) en banc, sitting as the national board of canvassers (NBOC), ended the canvassing of 165 certificates of canvass on Wednesday night. According to the canvass report with 121 of 165 COCs canvassed released on Monday, De Lima is in 12th place, beating Tolentino with more than 1.2 million votes. On Wednesday, Tolentino’s camp asked the Supreme Court to stop the proclamation of winners in the senatorial race who placed 10th to 12th. I’m just a man who has simple dreams that somewhere in the road of life, I will fall in love with a girl possessing a one-of-a-kind personality.
But sometimes, down the road comes the letting go of someone we truly love the most, one of hardest parts of the journey. The presumptive president-elect, Davao City Mayor Rodrigo Duterte, said on Monday he wants to reimpose the death penalty, and will campaign to have Congress pass it at the soonest possible time.
We do not know whether Duterte is serious about his second statement, or is only adding that extra macabre touch to make an unforgettable impression. But we are in no doubt that the candidate who said he will solve or (a belated variation) suppress crime “in three to six months” is dead serious about his first statement.
Even without a new law imposing the death penalty again, then, we should expect a spike in state violence as soon as Duterte takes his oath as the first president from Mindanao. The new measure will have to meet the Constitution’s strict requirements, that the imposition must be for “compelling reasons involving heinous crimes,” and will have to undo the effects of Republic Act No. It is quite possible that the new president will have popular backing for the death penalty. The meeting reflects growing recognition of the need for compassion for its being as important as technical knowledge and competence in developing future leaders at home and in the world. A few days after returning from that meeting, I got a complaint from a parent about she and her son being bullied and insulted by a former faculty at our university. In Seoul, I talked about how obsessed we have become with international university rankings, based on such metrics as numbers of publications produced by the faculty, number of international faculty, number of international students, even internet bandwidth and this vague thing called reputation. I asked if perhaps we need additional metrics for excellence.  In particular I proposed looking at indicators of inclusive development, measured by changes in the percentage of students who come from underprivileged classes or sectors (for example, indigenous peoples, people with disabilities), the types of scholarships and financial assistance offered to them, even if we want to play the international enrollment game, the number of students who come from countries poorer than us. Less quantifiable would be the support programs we have to help students overcome economic, social and physical handicaps, from special facilities to tutorial programs.
I was struck by the presentation of Pipop Udorn, vice rector for academic affairs of Thammasat University—one of the three best universities (the other two being Chulalongkorn and Mahidol) in Thailand—which has entrance exams that do not just emphasize academics but also such domains as “modern world literacy,” logical and critical thinking, commitment to democracy and justice, and communication skills.
I thought of how their program reflects Thammasat’s own commitment to compassion, as well becoming a venue for students to develop compassion and other soft skills that will make them leaders.
Starting this year we’re allowing faculty to claim credit loads for extension work, with some clear criteria.

The label jamon iberico de bellota assures that the ham was made following a long and rather complicated process that begins with piglets being fattened on a diet of cereals, till they are 18 months old; then, from these piglets a group is chosen to graze through the last three months of their lives in oak and olive groves, where they feed on acorns during the montanara or acorn-dropping season from October to January or March.
In the past, my sole criteria for a good ham was the oiliness and the sheen on the meat when expertly and manually carved paper-thin from the bone.
My next food research will look for the rest of the pig parts and the food products made from them. There is no reason for Filipinos to not be provided First World services by an administration whose fiscal budget can more than double over six years.
The transition to the administration of presumptive president-elect Rodrigo Duterte must clearly define the reference points or baselines from where the various departments will begin as the reins of government are transferred. The media and watchdog organizations are faced with the challenge to closely monitor the transition in the spirit of freedom of information. Infrastructure developments under the strongman Ferdinand Marcos in the 1960s and 1970s could have provided First World services to the people had the leakages been limited.
This is what must change: Government capital expenditures at the national and local levels must be spared the notorious SOP, or standard operating procedure.
The two sayings come to mind as I contemplate the reality that, more often than not, most of us ignore or don’t give much importance to: that power is transitory, that it has an end, as everything else in this world has an end. Then I saw the guy on TV bawling like a child before his parents’ resting place, after it became clear that he had won the election, begging them to guide him in his new challenge. I don’t know, but I feel great things, things sadly left undone by the exiting administration, will happen in the first six months of the Duterte era.
PARIS—The man of the hour in the United Kingdom, if not in Europe, is obviously Sadiq Khan— Pakistani by origin, Muslim by faith, and newly elected mayor of London.
One can repeat the litany of complaints that his Conservative opponent leveled against him, legitimately, throughout the campaign. Another way to view Khan’s election is to listen to what he has consistently said in response to accusations of closet extremism.
What is certain—and this is the third way of viewing the issue—is that Khan, while maintaining possibly dangerous contacts, simultaneously held a firm line on the principle that Islam is compatible with secular government. Likewise, Khan’s position in favor of gay marriage has earned him a fatwa for apostasy from the fearsome head imam of a Bradford mosque.
Khan also is among those Labourites who have taken the loftiest position in the face of the wave of anti-Semitism sweeping through their party. The past few weeks have seemed like a contest to see who in Labour would go the farthest down the path of Islamo-leftism, which is, alas, a strong tendency within the European left and among Britain’s Labourites in particular. In the face of this British socialism of fools, which some portray as inoffensive support for the wretched of the earth in Palestine, Khan has had no trouble voicing strong condemnation. All of this is to say that, while we must of course remain watchful, Khan’s election can and should be seen as a clear victory of enlightened Islam against benighted, reactionary and intolerant Islam. The PSEi was led higher by AGI which racked up 2.39 percent while SM Prime and BPI both gained over 1 percent. NEW YORK, United States — The price of oil pushed toward $50 a barrel Tuesday as wildfires spread in Canada’s oil sands region forcing thousands more to evacuate.
Authorities evacuated about 8,000 people from some 20 camps and facilities north of the city of Fort McMurray in Alberta.
Canada’s largest oil company, Suncor, was forced to shutter its Fort McMurray operations almost immediately after having gotten them back up and running. The cyberheist that led to $81 million in stolen money from the central bank of Bangladesh being laundered in Philippine casinos last February highlighted the cyberthreats being faced by financial systems globally. In the case of Philippine banks, Espenilla said a comprehensive review down in 2014 made the BSP aware of issues, while showing that, in general, local banks were resilient to cyberattacks. But the BSP is still on its toes as it acknowledged that cybercrimes have been evolving from simple crimes such as ATM fraud and credit card skimming to more complex heists. For one, Espenilla said they would require banks to immediately report to the BSP any cyberattack. A week after the “successful” national elections, investors swamped the T-bonds auction Tuesday, allowing the Treasury to fully award P25 billion in IOUs maturing in 2021 at a yield of 3.246 percent. A total of P72.563 billion or almost thrice the offering was tendered for the reissued Treasury bonds at an average annual rate which National Treasurer Roberto B. Customs officials got wind of the investment banker’s plan when they checked the balikbayan nominee and found out that he could not possibly afford the Carrera GT worth $900,000. The group’s chieftain, Rosario Camma, is worried that his tribe would again get the raw end of the stick if and when the Department of Energy under Secretary Zenaida Moncada would extend a renewable energy service contract to a project proponent that has not built anything or produced a single kilowatt of electricity for the past five years. Camma claims that as early as 2011, the Bugkalots requested DOE to suspend any award of service contract without the consent of their tribe.
However, Camma said his group was concerned that DOE could yet again extend or renew GEM’s service contract even without their prior consent and before the assumption into office of the new president.
